> Chapter 714

> Thus have I heard:

> Thus have I heard: At one time, the Buddha was dwelling in the Jeta Grove, Anāthapiṇḍika’s Park, in Śrāvastī.

> At that time, many monks... as described above. The difference is this: "If there are ascetics of other paths who speak thus, they should be asked again: 'When the mind is weak and hesitant, which factors of awakening should be cultivated at that time? When is it not the time for cultivation? If the mind is restless, or restless and hesitant, which factors of awakening should be cultivated then? When is it not the time?' When asked thus, those ascetics of other paths become alarmed and scattered, speaking various other teachings, their minds giving rise to anger, arrogance, contempt, resentment, and intolerance. Some fall silent with bowed heads, lost in thought with their eloquence exhausted. Why is this? I do not see anyone among gods, demons, Brahmā, ascetics, brahmins, or celestial and human beings who, upon hearing what I say, rejoices and follows with delight—except for the Thus Come One and the community of disciples who hear this.

> "Monks, at a time when the mind is weak and hesitant, one should not cultivate the factors of calming, concentration, and equanimity. Why? Because when a weak and hesitant mind arises, cultivating these factors only increases that weakness and hesitation. It is like a small fire that you try to keep burning by adding more ash and charcoal—doesn't that just smother the flame, monks?"

> The monk replied to the Buddha, "Yes, World-Honored One!"

> "Thus, monks, when the mind is sluggish and hesitant, cultivating the awakening factors of tranquility, concentration, and equanimity is untimely, as it increases idleness. When the mind is restless and wavering, one should not cultivate the awakening factors of investigation, effort, and joy. Why? Because when the mind is restless and wavering, these factors only increase that agitation. It is like a blazing fire—if you add dry fuel to it, wouldn't it only make the fire burn even more fiercely?"

> The monk replied to the Buddha, "Yes, World-Honored One!"

> The Buddha told the monks: "When a restless mind arises, when the mind wavers in restlessness, one should cultivate the factors of awakening—investigation of phenomena, persistence, and joy—to intensify that restless mind. Monks! When a dull and sluggish mind arises, when the mind wavers in dullness, at that time one should cultivate the factors of awakening—investigation of phenomena, persistence, and joy. Why is that? Because when a dull and sluggish mind arises, when the mind wavers in dullness, these qualities illuminate, teach, and inspire. It is like a small fire—if you want it to blaze, you add dry fuel to it. What do you think, monks? Would that fire then burn fiercely?"

> The Buddha told the monks: "When a sluggish and hesitant mind arises, at that time you should cultivate the awakening factor of discernment, the awakening factor of energy, and the awakening factor of joy—guiding, teaching, illuminating, and bringing delight. If a restless and wavering mind arises, cultivate the awakening factor of tranquility, the awakening factor of concentration, and the awakening factor of equanimity. Why is that? When a restless and wavering mind arises, these qualities help the mind settle within and become unified. It is like a fire that you want to extinguish—if you add more fuel and embers, the fire will go out. In the same way, monks! When the mind is restless and wavering, it is not the right time to cultivate discernment, energy, and joy; rather, it is the time to cultivate tranquility, concentration, and equanimity. These qualities allow the mind to dwell within and remain unified. The awakening factor of mindfulness, however, supports all of them."

> After the Buddha had spoken this sutra, all the bhikkhus rejoiced in his words and faithfully put them into practice.
