> Chapter 716

> At that time, the World-Honored One told the monks: "Among the internal dharmas, I do not see a single thing that, when unarisen, causes unwholesome qualities to arise, and when already arisen, causes them to increase and grow; that prevents the unarisen wholesome qualities from arising, and causes the already arisen ones to decline—namely, improper attention. Monks, for one with improper attention, the unarisen hindrance of sensual desire arises, and the already arisen one increases and grows; the unarisen hindrances of ill-will, drowsiness and sluggishness, restlessness and regret, and doubt arise, and the already arisen ones increase and grow. The unarisen awakening factor of mindfulness does not arise, and the already arisen one declines; the unarisen awakening factors of investigation of dharmas, effort, joy, tranquility, concentration, and equanimity do not arise, and the already arisen ones decline."

> "I do not perceive a single quality that so effectively prevents unarisen unwholesome states from arising, cuts off those already arisen, gives rise to unarisen wholesome states, and strengthens and expands those already arisen—and that is wise reflection. Monks! For one who reflects wisely, unarisen sensual desire does not arise, and if it has already arisen, it is cut off. Unarisen ill will, drowsiness, restlessness, and doubt do not arise, and if already arisen, they are cut off. The factor of awakening called mindfulness is born, and once born, it is strengthened and expanded. Likewise, the factors of awakening—investigation of phenomena, energy, joy, tranquility, concentration, and equanimity—arise, and once arisen, they are strengthened and expanded."
