The Precepts were established by the Buddha alone and are not shared with others.
Xingzong's (First section) says: Within the great thousandfold world, the Buddha is the Dharma King. The Vinaya is the Buddha's decree. Only the Sage establishes it. All others of lower rank may only receive and uphold it. This is because the Tathāgata's practice and fruition are utterly complete, and he has fully exhausted the light and heavy karmic natures of sentient beings. Those at the stage of Equal Enlightenment and below are still not equal to this task, how much less the lesser sages—how could they presume to deliberate on it? It is like a state: rewards, punishments, and proclamations must issue from the king. If ministers overstep and commoners lose faith, ruin will come any day. The Buddha's teaching is likewise. If others are allowed to speak it, sentient beings will not receive it, and the Dharma will not remain long—this is why.
