諸家禮懺。皆先香華供養。今先啟請者。廣儀曰。若不先請。欲供何人。固宜先請。義有在焉。
In various traditions of repentance rituals, it is customary to first make offerings of incense and flowers. However, here we begin with an invocation. The reason for this is explained in the extensive liturgy: "If we do not first invite the honored ones, whom shall we make offerings to?" Thus, it is fitting to begin with an invitation, for there is profound meaning in doing so.
