The Sūtra of the Garuḍa and Deities’ Secret Mantras, also known as the Sūtra of Prajñā Power, translated by Prajñābala in the Tang Dynasty. This sūtra belongs to the Esoteric Buddhist canon, recording the secret mantras and practices of the Garuḍa (golden-winged bird) and various celestial protector deities, reflecting the characteristics of mantra and ritual during the flourishing period of Tang Dynasty Esoteric Buddhism. Its contents include secret formulas for protecting the nation, quelling disasters, removing obstacles, and increasing blessings, embodying the Mahāyāna Buddhist integration of worldly protection and liberation. This text serves as an important document for studying the dissemination of Esoteric Buddhism in the Tang Dynasty and the translation of esoteric scriptures into Chinese. Though not widely circulated, it provides valuable material for the study of Buddhist tantric traditions.

Sutra of the Garuda and Celestial Secret Mantras

Translated by the Great Virtuous Monk Prajñābala of Jibin Kingdom

The Garuda, known in the Indian language, is called the Golden-Winged Bird in Chinese. This is not a literal translation but a meaningful interpretation. However, through the ages, scriptures and treatises have passed this name down for long. The virtue of dragons is subtle and hidden, their transformations limitless. Those who oppose them invite disaster, while those revere them attract blessings. Examining their birth, dragons possess four forms of birth: womb-born, egg-born, moisture-born, and transformation-born. They suffer no other afflictions, save only the suffering from the Garuda. Dragons have four births, and birds also have four kinds. The transformation-born bird overpowers the others, while the moisture-born dragon lacks the subduing power of the womb-born and egg-born birds. This example clarifies the principle.

The vast, boundless sea teems with dragons swimming freely. When the Garuda prepares to feed, it beats its wings and stirs the waves, causing the waters to dry up. Dragons, with nowhere to hide, are devoured at will, leaving them no peace. The reason for this is twofold: first, the bird’s form is imposing and majestic; second, it is upheld by the power of Dharma. Though their bodies differ from humans, their thoughts and considerations are no different. In the moment of subduing, they focus intently on the elements of earth, water, fire, wind, and space, turning them over and employing them interchangeably. Even dragons are subdued by this—how much more so other beings.

Among the revered ones of the world, Brahma stands first, Vishnu second, and Shiva third. All deities rely on them, and all four forms of birth look up to them. Possessing compassionate hearts, they expound methods of salvation. Thus, the Garuda, as a winged creature among animals, subdues in such a manner. Relying on it to cultivate further can save the world. Hence, it is named the Golden-Winged Bird, and a teaching of one hundred thousand verses is expounded. The lords of the three realms and the great deities of the five elements all manifest true forms and transmit their original sounds. Dragon kings obey their commands, and celestial emperors fear their might. Is this the bird’s own power? No—it is the power of the sacred.

Now, briefly describing the wondrous gate of the Garuda, followed by various methods of the heavens, all practitioners must first arouse the supreme bodhi mind and revere the Three Jewels.

According to the Sanskrit text: Mahābrahmā, Vishnu, and Maheshvara, out of compassion for sentient beings, manifested this form. They dwell beside the splendid high mountain, within the golden mountains, by the side of the freshwater sea. It is further said that this body is formed by the combined power of the five great deities of earth, water, fire, wind, and space, each contributing their own influence.

Garuda Service Mudra Chapter 1

With hands held together in reverence, fingers interwoven, left over right, this gesture is formed. This seal accomplishes all tasks; it is the foremost of all seals, giving birth to all others. Whenever one wishes to form a seal, it is fitting to begin with this.
