### 第一項　勸俗敬護

> Chapter 1: Encouraging Laypeople to Respect and Protect

▲事鈔云『十輪經云。若諸比丘護持戒者、天人供養、不應謫罰。　除其多聞及持戒者。若有破戒而出家者、能示天龍八部珍寶伏藏。應作十種勝想、佛想乃至禮足。後生豪貴、得入涅槃。是以依我出家、持戒破戒、不聽輪王宰相謫罰。況餘輕犯。　破戒比丘雖是死人、是戒餘力、猶如牛黃麝香眼藥燒香等喻。破戒比丘為不信所燒自墮惡道、能令眾生增長善根。以是因緣、一切白衣皆應守護、不聽謫罰。』

> 《行事钞》引用《十轮经》说：“如果比丘们能持守戒律，天人和世人都会供养他们，不应受到责罚。除那些博学多闻和持戒清净的人外，即使有破戒而出家的人，若能指引天龙八部发现珍宝宝藏，也应对他们生起十种殊胜的想，视他们如同佛陀，乃至恭敬礼拜其足。这样，来世会生于富贵之家，最终得以证入涅槃。因此，凡是依我而出家的人，无论持戒还是破戒，都不允许轮王或宰相责罚他们，更何况是其他轻微的过失。破戒的比丘虽如同死人，但戒律的余力仍在，就像牛黄、麝香、眼药、烧香等比喻一样。破戒比丘虽被自己的不信所焚，堕入恶道，却能令众生增长善根。因为这样的缘故，一切在家居士都应当守护他们，不应允许责罚他们。”

資持釋云『初四句明持戒。　除下明破戒為二、前約報勸、上二句揀除如法。若下明破者功能。此明破戒、必約犯重。天龍下彼具列夜叉乃至人非人等、今文束之。應下勸俗恭敬。後下示報。是下結意。　破戒下次約喻勸、初舉喻。牛黃下經云、是牛雖死人故取之、亦如麝香死後有用。又云、譬如估客入於大海、斷無量眾生命挑其兩眼和合成藥、若盲冥無目乃至胞胎生盲者以此藥塗其眼明淨。彼人雖死其藥有功又云、譬如燒香、香體雖壞熏他令香。破下合法。上三句合牛麝人死及香體壞、能下合香藥有用香氣熏他。以是下結意。』見事鈔記卷七

This refers to breaking the precepts, which specifically means committing the gravest offenses. The section beginning with "heavenly dragons" lists various beings such as yakshas and even human and non-human beings, but the current text condenses them. The line beginning with "should" encourages laypeople to show respect. The line beginning with "later" shows the retribution. The line beginning with "this is" concludes the meaning. The section beginning with "breaking precepts" then discusses an analogy to encourage, starting with the analogy itself. Regarding "cow bezoar," the sutra says, "Although the cow is dead, people still take its bezoar for its usefulness. Likewise, musk from a dead musk deer remains valuable." It also says, "For example, a merchant who enters the great sea and kills countless living beings, gouging out their eyes to compound into medicine—if one is blind or without sight, even those born blind can have their eyes anointed with this medicine and become clear and pure."<note place="inline">Although the person is dead, the medicine still has efficacy</note> It further says, "For example, when burning incense, although the incense body is destroyed, it perfumes everything around it." The section beginning with "breaking" then applies the analogy. The first three lines match the cow, musk deer, the person, and the incense body being destroyed. The section beginning with "can" matches the medicine and incense having use and perfuming others.
