> Regarding the regulation for excess bowls, it should be explained as follows: For example, if someone like Upananda begs and obtains ten complete bowls, and obtains them from unrelated people, he should be made to relinquish them. Of the nine bowls, they should be taken and placed in the communal property. For the remaining one bowl, fill it with water, fearing that the assembly might scrutinize it and cause delay. The disciples should circulate it among the monastic assembly. The monk who begged for the bowls should present the bowl to the most senior monk. The senior monk examines it; if it is good, he pours the water into his own bowl. If the senior monk finds the bowl suitable, he may exchange it and give his bowl to that monk. Having received it, the monk then presents it to the next senior monk. The senior monk, upon receiving it, examines it; if it is superior, he exchanges it immediately, pours water into his own bowl as before, and returns it to the begging monk. Having received it back, the monk continues this rotation down to the end of the seating order. Among the middle and lower monks, if their own bowls are inferior, they exchange them for that one. For robes, the same procedure is carried out from the senior monk down the line in order. After the entire assembly has gone through this, the community performs the formal act of a motion and a proclamation, decreeing that this one bowl should be kept as an additional bowl and be carried at all times with permission. The old bowl should also be retained and used as before. Neither may be left behind. They must not be intentionally damaged. If another individual breaks the new bowl as a convenient means, there is no offense. However, if the one holding the old bowl breaks it, that is an offense. Taking this additional bowl and formally receiving it for use constitutes an offense requiring relinquishment and confession. Confession is made within the assembly. After the offense is cleared, the assembly collects that additional bowl. If it is valuable, they sell it at a fair price and give the proceeds to the communal property. With a small amount of money, they purchase a suitable bowl and return it to him for his use. When circulating the bowl, it must be done within the boundaries of the local monastic assembly.
