Chapter 3: The Wheel-Turning King(Part 2)

The Wheel-Turning King has a precious jewel of a woman—what is she like? In the morning, when the Wheel-Turning King sits in counsel with his ministers, a natural jewel-woman appears before him. She is exquisitely beautiful, with a complexion beyond compare. She is neither tall nor short, neither plump nor thin, neither pale nor dark. In winter, her body is warm; in summer, it is cool. From every pore of her body, the fragrance of sandalwood emanates, and her breath carries the scent of the lotus flower. The Wheel-Turning King holds her in deep affection, yet his mind never stirs with desire toward others—how much less would he act on it bodily? At that moment, the Wheel-Turning King rejoices greatly and exclaims, "Already, a natural jewel-woman has appeared for me. Now I have indeed become a Wheel-Turning King." Such is the precious jewel of a woman belonging to the Wheel-Turning King.

The Wheel-Turning King has a precious treasure: his chief steward. What is this like? One morning, as the Wheel-Turning King sat in council, the chief steward appeared before him—a man of sharp understanding, wise in affairs, and utterly loyal. Approaching the king, he said, “Whatever you desire, my lord, I will provide it for you. You need only sit at ease.”

The Wheel-Turning King wished to test his chief steward, so he summoned his fourfold army and boarded a ship to cross the waters. He told the steward, “I want gold, silver, and precious gems—bring them to me.”

The chief steward replied, “Once we have crossed the water, I will give you whatever you wish.”

But the king said, “I want them here, now. Quickly bring me gold, silver, and jewels. Once we cross, I will have no need of them.”

Hearing this, the steward knelt on the deck, straightened his robes, and dipped his right hand into the water. He scooped up gold, silver, and gems with a vessel—just as insects cling to a tree, so the treasures filled his hand. Then he placed the jewels before the king and asked, “How much gold and silver do you wish for? I will give it to you now.”

The Wheel-Turning King replied, “I already possess great stores of gold and jewels. I only wanted to test you.”

Hearing this, the steward returned the treasures to the water. And the Wheel-Turning King was filled with joy and delight, saying, “Now I have truly gained my chief steward treasure, naturally come to me. I am indeed a Wheel-Turning King.”

Such is the chief steward treasure of the Wheel-Turning King.

The Wheel-Turning King has a treasure among his ministers—the military minister. What is he like? In the morning, as the Wheel-Turning King sits in counsel, he sees the military minister standing before him—wise, courageous, and quick-witted. The minister approaches the king and says: “Whatever you wish to be done, I will see to it. You need only sit at ease, and do not worry.” Then the Wheel-Turning King, wishing to test his military minister, summons the four divisions of the army and commands the minister: “Those who do not understand military tactics, teach them to understand; those who already understand, have them deepen their knowledge; those who do not know how to stand in formation, teach them to stand; those who do not know horsemanship or archery, instruct them.” The military minister, receiving the command, trains all the soldiers accordingly. The Wheel-Turning King, overjoyed and elated, says: “Indeed, a military minister has come to me naturally. Now I have truly become a Wheel-Turning King.” Such is the Wheel-Turning King’s military minister—his treasure.

The Buddha said, "The Wheel-Turning King possesses the Seven Treasures as such."

The Buddha said: "The Wheel-Turning King possesses four virtues. What are these four virtues? First, great wealth—he has abundant treasures, fields, homes, servants, jewels, elephants, horses, and many skilled workers. No one in the world is as wealthy as the Wheel-Turning King. This is the first virtue of the Wheel-Turning King. Second, the Wheel-Turning King is the most handsome and noble in appearance, with a beauty that is beyond compare. No one in the world is as handsome and noble as the Wheel-Turning King. This is the second virtue of the Wheel-Turning King. Third, the Wheel-Turning King is always peaceful and free from illness. His body is always in balance, neither too cold nor too hot. The temperature suits him perfectly, and all his food and drink are consumed with ease. No one in the world is as free from illness as the Wheel-Turning King. This is the third virtue of the Wheel-Turning King. Fourth, the Wheel-Turning King always enjoys peace, stability, and a long life. No one in the world enjoys such lasting peace and longevity as the Wheel-Turning King. These are the four virtues of the Wheel-Turning King. The Wheel-Turning King possesses the seven treasures and these four virtues in this way."

The Wheel-Turning King governs with righteousness, not with force, practicing the ten wholesome deeds. He teaches the lesser kings, his ministers, and all the people to follow the ten wholesome actions. The Wheel-Turning King cares for the people of all provinces as a father cares for his children, and the people of all provinces love and respect him as children love their father. When the Wheel-Turning King rules the world, the land of Jambudvipa is level and even, without high or low places, without thorns or brambles, without poisonous beasts or insects, without mountains or valleys, without gravel or stones. Instead, the ground is strewn with discarded gold, silver, moon pearls, jade, crystal, amber, quartz, carnelian, agate, and coral. When the Wheel-Turning King governs the world, there is abundance, peace, and prosperity—the five grains ripen in plenty, and the people are many.

The Buddha told the monks: "When a Wheel-Turning King rules the land, the world has eighty thousand towns and villages, where the crowing of roosters can be heard spreading from one to another. When a Wheel-Turning King rules the land, the world is always filled with water, the grass and trees are always green, and the trees always have leaves and blossoms. The grass and leaves spread out around, colored like peacock feathers, fragrant like flowers. When stepped on, they sink four inches into the ground, and when the foot is lifted, they return to their original state, leaving no gap of four inches in the grass. There are fragrant trees that always bear flowers and fruit; when the fruit is broken open, all kinds of fragrances come out. There are clothing trees that produce flowers, fruit, and all kinds of clothing. There are jewel and ornament trees that bear flowers and fruit; when broken open, they contain countless kinds of jewels and ornaments. There are never-fading flower trees that bear flowers and fruit; when broken open, they contain various never-fading flowers. There are fruit trees that always bear flowers and fruit; when broken open, they contain all kinds of fruits. There are vessel trees that bear flowers and fruit; when broken open, they contain all kinds of vessels. There are music trees that bear flowers and fruit; when broken open, they contain all kinds of music. When a Wheel-Turning King rules the land, at that time the world of Jambudvipa does not need farming—rice and grains all grow naturally, clean and free of chaff, with all kinds of sweet flavors. When a Wheel-Turning King approaches the end of his life, his body does not hurt much—just as one who enjoys music and has eaten a great deal feels little pain in the belly, so too does the Wheel-Turning King feel little pain in his body as his life ends. After the Wheel-Turning King passes away, the golden wheel and the white elephant treasure vanish, and the blue horse and the shining pearl treasure also disappear. Then the jewel woman, the treasure-keeping minister, and the guiding minister bathe the Wheel-Turning King's body, wrap it in silk, then wrap it in five hundred bolts of cloth, place it in an iron coffin, pour oil over it, fill it up, cover it, and seal it with nails. They bring out the Wheel-Turning King's coffin, and the people together play music and sing and dance. They carry it outside the city, pile up all kinds of fragrant wood, place the Wheel-Turning King's coffin on top, and set it ablaze. After the burning, the jewel woman, the treasure-keeping minister, and the guiding minister together collect the bones and place them at a crossroads, where they build a stupa forty li high and forty li long and wide, surrounded by walls two hundred li long and wide, adorned with the seven treasures—gold, silver, crystal, lapis lazuli, red pearls, carnelian, and agate—with seven tiers of railings, seven tiers of hanging canopies, and seven rows of trees encircling it, most beautiful. Those who come from the four directions to pay respects to the Wheel-Turning King and follow the Dharma in building the stupa all gain immeasurable merit. At that time, the jewel woman, the treasure-keeping minister, and the guiding minister, after building the stupa for the Wheel-Turning King, then gave alms: food to the hungry, drink to the thirsty, clothing to those who wanted clothing, incense and flowers to those who wanted incense and flowers, and wealth, cattle, and sheep to those who wanted them. Afterward, the jewel woman, the treasure-keeping minister, and the guiding minister passed away."

The Buddha told the monks: "There is a great iron surrounding mountain, and beyond it there is a second great iron surrounding mountain. Between them lies a vast, dark abyss where even the radiant light of the sun and moon cannot reach. Within this place are eight great hells, and each great hell has sixteen subsidiary realms. The first great hell is called 'Imagining,' the second is called 'Black Ears,' the third is called 'Samgha,' the fourth is called 'Tower Hunt,' the fifth is called 'Crying Out,' the sixth is called 'Burning and Tormenting,' the seventh is called 'Cauldron Boiling,' and the eighth is called 'Unrelenting Suffering.'"

There is also a hell called the Black Realm, spanning twenty thousand leagues in every direction. All who enter it are consumed within. Flames burst forth from their bodies, wrap around them three times, and then re-enter their flesh. The agony is unbearable, yet they do not die, for their past misdeeds have not been exhausted. Furthermore, in the Black Realm hell, flames from the eastern wall wrap around and burn the beings, reaching to the western wall; flames from the western wall reach to the eastern wall; flames from the southern wall reach to the northern wall; and flames from the northern wall reach to the southern wall. Flames from above descend to the ground, and flames from below rise to the heavens. Those within are scorched and broiled, suffering torment beyond endurance, yet they do not die, for their past misdeeds have not been exhausted. They remain there for an exceedingly long time. Only then do they emerge from the Black Realm hell and flee, seeking liberation.
