皇臨命鄭公陽備淮海，卒靖淮海之亂也。
皇臨孔章，昭茲若監；靡有爾勞，皇不爾鑒。仁則爾柔，威則爾悍；哀我東人，惠此良翰。
When the emperor visits the eastern lands, his light shines as a mirror; though you have no labor, the emperor sees you not. With benevolence, you are gentle; with authority, you are stern. Pity us, people of the east, and bestow favor upon this good guardian.
良翰伊何？維鄭中州；嵩嶽之靈，申甫之儔。我東曷棘？于邗之溝；宛宛周道，四方來遊。
What is a great pillar? It is Zheng of the Central Plains; A spirit of Mount Song, a companion to Shen and Fu. Why did our east face hardship? At the Han River's channel; The winding Zhou roads, where travelers from all directions journey.
來遊來王，高車大航；盜思襲矣！舞戈以狂。以偵以誘，裏我姦佌；不畏爾元，俾民流徙。
They come to wander, they come to rule, in grand chariots and great ships; Thieves plot to attack! They brandish spears in frenzy. With spies and lures, they wrap us in treachery; They fear not your authority, causing the people to scatter and flee.
我翰戾至，載安載集；募茲拳勇，弁為武什。毋啟爾戎，毋俾爾翼；既訓乃稽，盜偵斯得。
I have come with stern resolve, bringing peace and order; gathering these brave warriors, forming them into martial ranks. Do not raise your weapons, do not let your ambitions soar; once disciplined and inspected, the thieves and spies will be captured.
既獲盜偵，我姦卒俘；正之皇刑，往即爾誅。爾誅爾悍，我柔我恃；闔胡不悛，覆狂以喜。
Once the thieves were captured, my deceit was finally exposed; by the king's just law, you went to face your punishment. You were punished for your defiance, while I remained gentle and reliant; why did you not repent, but instead grew wild with delight?
翰曰吁哉！其饑而譁；予而父母，媿不而家。乃陟其疆，乃造其廬；大降厥心，畢叩且歔。
Han sighed, "Alas! They are hungry and cry out; I am like a father and mother to them, yet I am ashamed that I cannot provide for their homes." So he ascended their borders, visited their dwellings, humbled his heart, and earnestly inquired and grieved.
民之歔矣！亂斯沮矣；民之舞矣！盜斯逋矣。其曰未逋，憂我厥肮；孰躋我圉？以泳大康。
When the people sigh, chaos is held back; when the people dance, thieves flee. If it is said they have not fled, they trouble my heart; who will ascend my borders? To swim in great peace.
莫此大康，維翰實崇；式崇式庸，維皇之忠。維忠于皇，厥猷翼翼；秉皇之彝，訓于南國。
Do not indulge in great ease, but truly uphold the core; honor and employ it, for this is loyalty to the sovereign. Loyalty to the sovereign, with a strategy of reverence; holding to the sovereign's constant ways, instructing the southern lands.
烈烈東南，我翰營之；湯湯江淮，我翰清之。既清而瀰，王道之夷；于萬斯年，皇以治之。
Fierce winds blow from the southeast, yet our banners stand firm; Mighty rivers surge through Jiang and Huai, yet our waters run clear. Once clarity spreads far and wide, the King's way lies smooth and open; For ten thousand years and beyond, the sovereign rules with peace and order.
