Thus have I heard:
Once, the Buddha was staying in the country of Shravasti, at the Jeta Grove, in Anathapindika’s Park. The Buddha said to the monks: “There are four kinds of clouds. First, there are clouds that thunder but do not rain. Second, there are clouds that rain but do not thunder. Third, there are clouds that neither thunder nor rain. Fourth, there are clouds that both thunder and rain.
Just like clouds, people also fall into four types. The first type is like thunder without rain. The second is like rain without thunder. The third is like no thunder and no rain. The fourth is like both thunder and rain.
“What kind of person is like thunder without rain? In this context, a monk may give teachings. He says what is good at the beginning, what is good in the middle, and what is good at the end. He explains the practice and its goal, and presents a complete path, yet he himself does not understand the Dharma. He does not live according to the way the Dharma should be practiced. Such a person is called ‘thunder without rain.’
“What kind of person is like rain without thunder? Someone may not give Dharma talks. He does not explain what is good at the beginning, middle, or end. He does not analyze the practice or present the complete path. Yet in his heart, he lives according to the Dharma. He acts in harmony with the Dharma, receives it, practices it, and follows it in his life. Such a person is called ‘rain without thunder.’
“What kind of person is like no thunder and no rain? Someone neither gives Dharma talks nor explains what is good at the beginning, middle, or end. He does not analyze or present a complete path. He himself does not understand the Dharma, nor does he practice it. Such a person is called ‘no thunder and no rain.’
“What kind of person is like both thunder and rain? Someone gives Dharma talks. He explains what is good at the beginning, middle, and end. He analyzes the practice and presents the complete path. He himself understands the Dharma, lives according to it, and puts it into practice. He knows the way, finds peace in the Dharma, and truly walks the path. Such a person is called ‘both thunder and rain.’”
