The Great Cloud Wheel Sutra on Requesting Rain is a Buddhist scripture translated by the eminent monk Narendrayaśas of the Sui Dynasty, belonging to the category of Esoteric Buddhist texts. This sutra records the Dharma method for invoking rain taught by the Buddha to save sentient beings. Its contents include the ritual procedures for requesting rain, mantras, and related cultivation methods, aiming to alleviate drought through the power of the Dharma for the benefit of all living beings. Narendrayaśas was a distinguished monk from North India who came to China during the Sui Dynasty to propagate the Dharma and translated a large number of Buddhist scriptures, exerting significant influence on the development of Esoteric Buddhism in China. This sutra reflects Buddhism's religious response to natural disasters, demonstrates the practical characteristics of Esoteric rituals, holds a unique position among Buddhist prayer scriptures, and provides important textual evidence for the study of Esoteric Buddhism during the Sui and Tang dynasties.

Thus I have heard:

Among them were great dragon kings such as these at the forefront, along with another eighty-four billion nayuta number of dragon kings, all gathering together at that assembly.

Then all the dragon kings rose from their seats, adjusted their robes, bared their right shoulders, knelt on their right knees, and pressed their palms together facing the Buddha. They offered upon the Tathagata countless, boundless, and immeasurable subtle fragrant flowers, anointing oils, fragrant powders, floral crowns, garments, jeweled banners, canopies, dragon-flower jeweled crowns, true-pearl necklaces, jeweled flowers and silk streamers, nets of real pearls, and various tasseled ornaments. They made music, clapped their hands, and sang praises, stirring a profound and extraordinary reverence in their hearts. After circumambulating him hundreds of thousands of times, they withdrew to one side and stood.

At that time, the dragons, having gathered to one side, all made a vow, saying: “We vow to manifest, throughout all worlds in the ocean of realms, bodies as numerous as the atoms in the ocean of worlds—a sea of bodies as vast as all Buddhas and Bodhisattvas in the ocean of beings. Having already surpassed all oceans of atoms of earth, water, fire, and wind in the four elements, and all oceans of atoms of color and light, we have already gone beyond countless, inconceivable, inexpressible, and immeasurable numbers of oceans of bodies. From each body, we transform into countless, measureless hands—a cloud sea filling the ten directions. From within each atom, we further manifest countless clouds of offerings, filling the ten directions, to make offerings to all Buddhas and Bodhisattvas in their ocean-like multitudes, ceaselessly and without end. In this way, the clouds of Samantabhadra’s oceanic practice-bodies, countless, inconceivable, inexpressible, and immeasurable, fill the entire sky, abiding and never ceasing.

These oceanic clouds of Bodhisattva bodies include: the cloud sea of all marks and signs, the cloud sea of all jeweled crowns, the cloud sea of all great radiant treasure chariots, the cloud sea of all incense-tree treasuries, the cloud sea of all fragrant smoke manifesting various colors, the cloud sea of all musical sounds, and the cloud sea of all incense trees. Such countless, boundless, inconceivable, inexpressible, and immeasurable clouds of offerings fill the entire sky, abiding and never ceasing, making offerings, honoring, respecting, and paying homage to all Buddhas and Bodhisattvas in their ocean-like multitudes.”

These clouds filled the entire sky without cease, making offerings, honoring, respecting, and paying homage to all the Buddhas and Bodhisattvas in their vast oceanic assemblies.

At that time, the eighty-four billion, hundreds of thousands, and *navuta* of dragon kings in that assembly made their vows, then circumambulated the Buddha three times, bowed their heads to his feet, and stood to one side. Then the Buddha said to the dragon kings, "Each of you, dragon kings, should sit down again." Upon hearing the Buddha's words, the dragon kings each returned to their seats in order.

At that time, among the assembly was a dragon king named "Immeasurable Adornment of the Cloud-Sea, Majestic Virtue, and Wheel-Cover." Among the dragon kings of this great trichiliocosm, he was the most supreme and vast, and he had attained non-retrogression. Due to the power of his former vows, he had taken this dragon form. In order to make offerings, pay homage, and revere the Tathāgata, and to hear and receive the true Dharma, he had come to this Jambudvīpa.

Then that dragon king rose from his seat, adjusted his robe, bared his right shoulder, knelt on his right knee, joined his palms toward the Buddha, and said, "World-Honored One, I have a doubt and wish to ask the Tathāgata, the True and Perfectly Enlightened One. If the Buddha permits, I will then dare to ask."

Having spoken these words, he remained silent and stayed.

At that time, the World-Honored One said to the Dragon King Boundless Adornment, Cloud Ocean, Virtue and Power, Wheel and Canopy: "Great Dragon King, if you have any doubts, you may ask freely. I will explain them to you one by one, bringing you joy." After these words, the Dragon King Boundless Adornment, Cloud Ocean, Virtue and Power, Wheel and Canopy said to the Buddha: "Indeed. World-Honored One, how can all dragon kings extinguish all suffering and attain peace and happiness? Once they have attained peace and happiness, how can they cause timely sweet rains to fall within this Jambudvipa, nurturing all trees, groves, medicinal herbs, and crops so they grow full of flavor, and allow all people in Jambudvipa to enjoy happiness?"

At that time, the World-Honored One, upon hearing these words, said to the great dragon king Boundless Adornment Ocean Cloud Virtue Wheel Canopy: “Excellent, excellent! For the benefit of all beings, you have asked the Tathagata such questions. Great dragon king, listen carefully, and reflect well—I shall explain this for you in detail. “Dragon king of the Wheel Canopy, there is one teaching. If you can fully practice it, it will allow all dragons to eliminate suffering and attain full peace and happiness. What is that one teaching? It is practicing great loving-kindness. “Great dragon king, if a heavenly being practices great loving-kindness, fire cannot burn them, water cannot drown them, poison cannot harm them, and blades cannot wound them. Internal and external enemies cannot plunder them; whether asleep or awake, they remain at ease. With the power of great loving-kindness, they possess great majesty and virtue. Heavenly beings and worldly forces cannot disturb them. Their appearance is dignified and pleasing, and they are loved and respected by all. Wherever they go, nothing obstructs them; all suffering disappears, their mind becomes joyful, and every happiness is complete. Through the power of great loving-kindness, after the end of life, they are reborn in the Brahma heaven. “Great dragon king, if a heavenly being practices great loving-kindness, they attain benefits such as these—limitless and countless. Therefore, dragon king, with body, speech, and mind, you should always practice that path of great loving-kindness.”

"Furthermore, Dragon King, there is a mantra called 'Bestowing Peace and Joy on All Beings.' You dragons should always recite, contemplate, and uphold this mantra. It can eliminate all suffering of dragons and grant them peace and happiness. Once the dragons attain this bliss, they will be able to send timely, sweet rain upon Jambudvīpa, causing all trees, groves, medicinal herbs, and crops to grow with rich flavor."

At that time, the Dragon King again said to the Buddha, "What is called the dharani that gives all joy?" Then the World-Honored One spoke this mantra:
